Chief of Police

Gregory L. Goreck was born and raised in Polk County, graduating from Lake Wales High School in 1994.  Goreck comes from a well-respected law enforcement family; which includes his mother, father, step-father, uncle, brother, and sister-in-law, all of whom have served the citizens of Polk County as law enforcement officers.  In 1992, prior to graduating high school, Goreck began his law enforcement career as a Law Enforcement Explorer with the Polk County Sheriff’s Office. 

In July of 1996 he was hired by the sheriff’s office as a deputy sheriff, where he served the citizens of Polk County for the next 26 years. In 2018, Polk County Sheriff Grady Judd promoted Goreck to the rank of captain and assigned him as the commander of the Southeast District.  In this assignment, he worked hand-in-hand with the city leaders of Frostproof, Eagle Lake, and the Town of Dundee; all of which partnered with the Sheriff’s Office to provide municipal law enforcement services.  

He was assigned as the commander of the Bureau of Support Operations; which is comprised of the Aviation Unit, Marine Unit, K-9 Unit, Environmental Crimes Unit, Traffic Section, Animal Control Section, and Agricultural Crimes Unit. 

During his tenure at the Polk County Sheriff’s Office, Goreck received over sixty commendations, was named Deputy of the Year, and was awarded the Meritorious Service Medal seven times.           

Goreck holds a Bachelor of Arts degree in Organizational Management from Warner Southern College, a master’s degree in Management from Warner University, as well as a second master’s degree in Business Administration / Criminal Justice Management from Webber International University.  Goreck is a graduate of the Florida State University Certified Public Manager (CPM) program.  Goreck also graduated from Northwestern University’s School of Police Staff and Command, where he was recognized for his outstanding leadership ability and awarded the prestigious Kreml Leadership Award.

Deputy Chief of Police

Jay Hopwood, a 20-year veteran of the Haines City Police Department, is the deputy chief of police.  As Deputy Chief of Police, he is responsible for all daily operations to include mentoring and guiding members of the Police Department, community relations, and fiscal management.  He began his law enforcement career as a corrections officer where he served for over three years.  He began his career as a police officer with the Winter Haven Police Department and was hired by the Haines City Police Department in 2002 as a patrol officer.  

He has served as an undercover drug investigator, swat member, detective, detective sergeant, and a lieutenant for fourteen years.  During his time at Haines City, Hopwood has had responsibility for the Criminal Investigations Unit, Crime Scene Unit, Property and Evidence Unit, Patrol Division, C.O.P.’s Unit, K-9 Unit, and the Traffic Unit. 

Hopwood is a graduate of the Florida Criminal Justice Executive Institute Senior Leadership Program, the Southern Police Institute Command Officers Program, the Federal Bureau of Investigation Florida Executive Development Program and the Tri-City Leadership Academy.  He is a member of the Florida Internal Affairs Investigators Association and the Polk State College Training Advisory Committee.

Captain

Captain Gabriel Garcia has been with the Haines City Police Department since 2007. He has worked in the Criminal Investigation Division as a Detective and Detective Sergeant; has served the Patrol Division as Corporal, Sergeant, and Lieutenant. 

As Captain, he has operational responsibility for the Patrol Division, Criminal Investigation Division, Code Compliance, and Records. He holds a bachelor’s degree from Polk State College and is a graduate of the Tri-City Leadership Academy, Florida Executive Development Seminar, and FBI-LEEDA Supervisor, Command, and Executive Leadership Institute.

Patrol Division

The Commander of the Patrol Division is Lieutenant Kedrick Frazier.

The Patrol Division consists of four patrol shifts and school resource officers. Members of the Patrol Division are the most visible members of the department. Committed to the Community Policing philosophy, the Uniform Patrol Division of the Haines City Police Department provides public safety services 24 hours a day, seven days a week, 365 days a year, and responds to emergency and non-emergency calls for service. The Patrol Division annually responds to more than 10,000 calls for service.

Lieutenant Frazier has served the Haines City Police Department since 2007. He worked with the Community Oriented Policing (COPs) Unit, School Resource Officer, and Crime Suppression Unit as an Officer, Corporal, and Sergeant. He also served the Patrol Division as a Corporal and Sergeant. He holds a bachelor's degree from Florida A&M University and a master's degree from St. Leo University. He is a graduate of the Florida State University's Certified Public Manager (CPM) program. Lieutenant Frazier is a liaison with the Polk County Sheriff's Office Critical Incident Stress Management (CISM) Team and an Instructor at the Kenneth C. Thompson Institute of Public Safety.

Criminal Investigations Division

The Criminal Investigations Division is commanded by Lieutenant Isaac Jackson

The Haines City Police Department Criminal Investigations Division is assigned to investigate all types of crimes, such as homicides, fraud, burglaries, thefts, aggravated battery, DCF cases, and sex crimes. The members of CID are required to attend mandated specialized training classes to ensure on-­going professional development. 

The Crime Scene Unit collects and processes evidence, provides analysis of criminal activity and assists detectives and officers during investigations. 

Property & Evidence is responsible for the receipt, recording, storage, retrieval and destruction of all property and evidence that is collected by the Police Department. 

Lieutenant Jackson has served the Haines City Police Department since 2007. He worked with the Community Oriented Policing (COPs) Unit as an Officer, Corporal and Sergeant. He also served the Patrol Division as a Corporal and Sergeant. Lieutenant Jackson also served the Haines City Police Department as the lead trainer and Training Coordinator. He holds a bachelor’s degree from the historical Bethune-Cookman University, and a master’s degree from St. Leo University. He is a graduate of the Tri-City Leadership Academy, and the Florida State University’s Certified Public Manager (CPM) program.
